原則主義と規則主義

以前、IFRS導入の背景には、イギリスの原則主義的な考え方とアメリカの規則
主義的な考え方の対立もあるという話をブログを書きました。

原則主義では、考え方の基となる原理原則のみが決められていて詳細なルール
は規定されていません。したがって、実際の適用に際しては、各企業が判断し
て会計処理を決める必要があります。

一方で、規則主義では数値などを含む詳細なルールが会計基準で規定されてい
ます。従来の米国や日本の会計基準は規則主義といわれています。エンロン事
件などは、この規則主義を逆手にとったものと言えます。つまり、ルールで規
定されていないことを良しとして会計処理したのです。

話は大きく変わりますが、イギリスとドイツに住んだことがある友人から聞い
た話です。ドイツのスピード違反に対する取り締まりは厳しく、2、3キロオー
バーしただけで警察につかまるといいます。おもしろいことに、ルールを厳格
に守るドイツのドライバーの運転マナーは悪いといいます。

一方、イギリスのドライバーは交通規則を厳格に守っているということはない
ものの、歩行者に対するマナーは非常によかったということです。

実は、こんなところにも、原則主義と規則主義の違いが表われているのかも知
れません。
